Kildare County Council Environmental Section have confirmed to me that, having investigated the lingering smell in the village & surrounding areas, the odour is a direct consequence of pure compost being spread on the Lucan Road.

There is nothing legally wrong with the spreading of the compost & they have confirmed there is no health risk also. They believe the smell will disparate soon as it is being mixed into the soil/ground.
